Spire Property Services has commenced
redeveloping the landmark Claremont Pick ‘n Pay building
on behalf of owners, JSE-listed Paramount Property Fund.
The development, which will see an investment of some R450-million
over the next two years, will create one of the most significant
mixed-use developments ever seen in Cape Town.
The scheme, which entails a complete revamp of the existing
building, as well as additional bulk being added to the site,
will comprise some
13 000m2 of A-grade office space, a flagship Virgin Active
Premier Club gym of 4 500m2, a newly revamped Pick ‘n
Pay store of 6 000m2, retail line shops of
1 000m2 and a showroom of 1 100m2. Also, a new residential
wing will be built on the site, bringing the total utilised
bulk to 37 000m2.

Levels four to eight of the free-standing residential block will
consist of 61 units of studio, one-, two- and three-bedroom upmarket
apartments and 11 penthouses. All the flats will have balconies
and some 1 000 parking bays will also be built in a 5-storey parking
garage, including one level of basement parking. Joint marketing
agents Upton Properties and Pam Golding Properties say this development
will appeal to discerning professionals. People will be able to
walk or drive safely undercover and all the basic conveniences
and services will be just a lift journey away.
Bruce Kerswill, MD of Spire Property Services, said the new building
is being designed by leading local firm, dhk architects, in a similar
style and look to the well-known Paramount Place, with Hulabond
cladding on the walls and glass and steel elements giving it an
upmarket, modern feel. “With their strategic location on
Main Road, the two properties will effectively create a ‘gateway’ into
Claremont,” he said.
Development director Arnold Maresky adds: “In addition to
the double volume flagship gym, Virgin Active will be relocating
their head office to the premises and have taken some 2 500m2 of
office space for this purpose, while Coronation Fund Managers will
also be relocating their head office to the centre. In total, around
70% of the commercial space has already been pre-let.” Some
of the features on the office wing include new balcony sections
on the Campground Road side, creating a terraced effect, which
will add a user-friendly element and more open space to the offices.
The top floor offices will be loft-style penthouse suites, with
roof-top terraced gardens adding additional ambience.
On the retail side, Pick ‘n Pay will open a new concept
store in the building, alongside other stores such as wine merchants,
travel agents and coffee shops. Derick Henstra, of dhk says, “This
is a signature development for the kind of lifestyle people are
seeking today – one that offers security, style, contact
with other people and convenience.
Maresky said the old structure was being partially retained and
integrated into the new scheme. “We have now demolished the
top floor, as well as all the existing ramps and part of the podium.
We are starting excavations for semi-basement parking and putting
in piles for the new super-structure.”
Construction on the centre is expected to take 20 months, with
completion expected in the first quarter of 2008.

Dear colleagues
in Claremont Central
As I write this, I heard on CNN that there are only twenty
days to Christmas. How time flies! After what has been a
very busy and exciting year, I am looking forward to a holiday,
as no doubt many of you are as well.
The very exciting news is that the second new apartment
block along the Main Road, The Claremont, with its 322 apartments
will be completed and ready for occupation before Christmas,
a wonderful achievement by the development contractors Grinaker
LTA and all their sub-contractors. Also, the Old Mutual Property
Group, led by Phillip Howes, have begun the major refurbishment
of Cavendish Connect (formerly The Link) and preparation
of the site for Chris Drummond and Mike Nixon’s new
building on the corner of Main and Vineyard Roads has been
completed. The new taxi interchange and holding area opposite
the station is in its final stages and the new motor dealership
for Market Toyota has also been completed.
Next year we are expecting the Claremont Boulevard Project,
including the Bus Interchange and roadworks through to the
Main Road at The Breweries to be completed. |

As you will read in our lead story on page 1, the massive renovation
of the former Pick ‘n Pay building, to be known as Paramount
Towers, has begun and in the new year, we can at last also look
forward to the exciting upgrade by the Old Mutual Property Group
of the informal trading precinct in Dreyer Street. Early in 2007
we will be unveiling the plans for the Main Road and Four Squares
Project, which will be a very important development in Claremont
Central. More details of this event will follow after New Year.
As they say, “Watch this space!”
At last, after not being on our streets on foot on regular patrols
for a very long while, the police are deploying six policemen and
women in Claremont Central. In fact, we now will have our own “bobbies
on the beat”. Please look out for them over the Festive Season.
This is indeed a major advance in the fight against crime in our
CBD. Heartiest congratulations to the SAPS and a warm welcome to
our new men and women in blue!

During November
2005 the existing Market Toyota dealership was demolished
and construction began on the new 2-storey building, stretching
from Dreyer Street through to Main Road.
The recently completed
showroom has an expanded vehicle display capacity and according
to General Manager, Ewalt Brink, the biggest positive is
having all departments under one roof. The spacious new facility
has basement parking for customers visiting the showroom. |

The “crane
festooned skyline of Claremont” was mentioned in the
previous issue of The Claremont Clarion. Of great interest
and importance is what all this development means to Claremont
Central, the brand which is now being promoted, rather than
referring to the Claremont Central Business District or the
Claremont CBD.
Not only is the skyline changing, so too are the demographics
of Claremont about to change dramatically. In fact, Claremont
Central can anticipate a minor population explosion along
the Main Road in particular. Seven Miles South, an apartment
block on the corner of Old Stanhope and Main Roads, where
ABSA Bank used to be, now has 89 apartments available for
occupation by approximately 200 residents. Then, in December,
the construction of The Claremont on the corner of Stegmann
and Main Road will be completed with 322 apartments available
to accommodate approximately 800 residents. This is in reality
a population escalation of around 1000 people coming to live
along our Main Road by Christmas. Retailers get ready! CIDC
get ready! City of Cape Town get ready for this exciting
challenge!
This is not the end of the incredible increase in the numbers
of residents on our streets. Next year, Intaba, on the corner
of Corwen Street and Protea Road will provide 135 new apartments,
the first of which will be ready for occupation in March
2007. Behind Claremont Library, next door to the Kingsbury
Hospital, a major residential development, The Quadrant,
is being constructed comprising 240 apartments. These will
come on stream for occupation around mid-2007. In addition
to this a block of 61 apartments is proposed for development
behind Paramount Towers, adjacent to the Campground Road
bridge. |

Some 19 months after construction
commenced on The Claremont, this R280-million landmark residential
development is coming of age with the first occupants scheduled
to move into their new apartments in mid December.
This means that beginning in
the first quarter of next year, in addition to the 411 apartments
available for occupation by Christmas this year, a further
436 apartments accommodating approximately 1000 more residents
who will be living in Claremont Central, will come on stream
within the next eighteen months. It stands to reason then
that anyone with an interest in Claremont certainly needs
to gear up for this major influx of some 2000 people who
will be living, playing, shopping and driving in Claremont.

The man who has
played a pivotal role in the success of Claremont is Chris
Drummond, owner-director of New Property Ventures (NPV) Group
and as founding Chairman, he together with Anthony Davies,
was instrumental in the creation of the CIDC in 2000.
Claremont Clarion caught up with the busy property developer
and owner and asked him what it was that attracted him to
getting so involved in the affairs of Claremont? “Claremont
has always been recognised as one of the most significant
decentralised nodes within the Cape Town metropolitan area,
and a prime location for property development and investment”,
said Chris.
New Property Ventures’ direct history in the area
goes back to 1996 when they proposed two major multi-use
development schemes within the environs of the Claremont
and Newlands station precincts. Unfortunately, these developments
did not materialise, mainly because of the property market
and investment climate at the time. |

In 1999 the NPV Group bought
the landmark commercial property disaster known as The Atrium
and set about eagerly redeveloping, rebranding and repositioning
it as Stadium on Main. This project is arguably one of
the greatest local mixed-use property success stories.
Chris explains, “In Cape Town, any
property situation, if it is obvious, will nearly always
be over-priced, so possibly the extremely complex and technically
challenging properties can provide great value for money.
This approach has really characterised the NPV portfolio”.
The Claremont Vision was launched by the CIDC in 2002 following
two years of successful service delivery. The thinking behind
the CIDC’s initiative was to identify issues, which
were critical for the urban management success and investment
performance of the Claremont node. With the competition that
the area was facing from new nodes in the form of the expanded
Constantia Village and the V&A Waterfront, Century City,
and the rejuvenation of the Cape Town CBD, it was crucial
to address these issues.
“The work that has been done in Claremont”,
Chris continues, “has been successful due to the partnership
approach adopted with the City Council and the dedication
and enthusiasm of the City officials and politicians. Miraculously,
we have had the support from whichever political dispensation
happened to be in power. The work which we have been doing
has been a-political and the positive consequences are there
for everyone to see, from the shopper to the office worker,
to the informal trader and the burgeoning numbers of new
residential dwellers who are moving into our CBD.”
Urban change is extremely challenging
work and the CIDC has been pivotal in producing results
which everyone involved can be proud of and enjoy. There
is, however, still much to be done according to Chris.
He feels strongly that the massive inward investment and
urban infrastructure upgradings are not a case of “game, set and match”, but
rather a question of “work in progress”.

One of Cape Town’s
historical landmarks, the 180 year old Newlands Brewery, recently
celebrated its 50th anniversary of being part of the South
African Breweries Limited stable. Founded in 1826 as the Mariendahl
Brewery by Jacob Letterstedt, the operation was purchased in
1896 by the man generally regarded as the doyen of the Cape
brewing industry, Anders Ohlsson. His name was linked to the
brewery long after his death – until 1956 when Ohlsson’s
Cape Breweries (the Lion brewery), South African Breweries
(the Castle brewery) and Union Breweries (the Windhoek brewery)
merged to become The South African Breweries Limited company.
While today, the SAB Miller group is the world’s second
largest brewer by volume, with brewing interests or major
distribution agreements in over 60 countries spread across
six continents, the soul of SAB Ltd, the South African operation
of the group, remains in the Cape Town suburb of Newlands.
As one of the few breweries in the world to be sited in a
residential area, the Newlands brewery has always paid particular
attention to the environment. The brewery also funds and
supports the Friends of the Liesbeeck, an initiative that
keeps the river and its banks clean.

The Newlands Brewery, which
recently underwent a R39-million expansion programme, has
a weekly capacity of 93 000 hectolitres (a hectolitre is
100 litres of beer) and was voted Best Brewery for the second
year in a row at SAB’s manufacturing conference in
May this year.

‘Bright, airy
and spacious’ is how senior professional nurse Debbie
Jacobs and her colleague, Barbara Reeks, describe the new
Claremont Clinic, which opened its doors at its new premises
just over a year ago. After some 50 years of being located
in Station Road, the old clinic had to make way for the construction
of the new taxi interchange, necessitating its relocation
to the present site in Old Stanhope Road. Next door to what
was the Chris Willemse Cycle shop, the original building
underwent dramatic remodelling and conversion to the new
clinic, a project in which the nursing staff were involved
right from the planning phase.
With ample parking and easy access to public transport,
the new facility is not only visited by patients from the
immediate vicinity, but also by those who prefer to travel
from areas much further afield to attend the clinic with
a reputation for excellent patient care and sensitive nursing
staff. Attending to up to 120 patients per day, the clinic
staff have their work cut out for them, with the early
part of the week being their busiest period. The acquisition
of new equipment, such as a sophisticated steriliser and
nebuliser, and a well-equipped treatment room in an improved
clinic environment go a long way to easing their workload.
Both staff and patients attest to boosted morale as a result
of the enhanced surroundings.
Services offered by the clinic include the following:
family planning, tuberculosis treatment and care, diagnosis
and treatment of sick children under 13, immunization,
treatment of sexually transmitted infections, HIV testing
and termination of pregnancy referrals. A full time counsellor
is also available during clinic hours.
